Don't understand paypal fee--5%

I had a buyer pay me $53.50. PayPal fees were $2.65. This is 5% or .30 + 4.4%. Why is fee not 2.9% plus .30?
I cannot get an answer from paypal through email. Tried calling and hung up after being on hold for an hour.
