Cannot send money with Paypal using attached card

When sending money , can only pay using balance in paypal , paypal says that you link cards and make payments with linked card but this is not true.

Also , can someone please PM me when Paypal begin releasing funds within a normal timeframe. Currently I've had to switch to another option as Paypal takes weeks to release even the smallest payments.
