Can you refund money back from the family and friend option?

I meant to send some money over but I sent it to a wrong paypal account which is locked and they can't get into it the old paypal account anymore so the money is just sitting there with no way to get it.

What does it say next to the transaction in your paypal account?

1. Unclaimed / pending.

2. Unclaimed / pending with a cancel option.

3. Completed.

It says completed.

If you mean that their old account was limited and they can't access it then they won't be able to refund the payment for you.

Your ONLY option unfortunately is if you funded that paypal payment via a card, if you did then talk to your card issuer and see if they will do a chargeback for you.
