Can't send money to anyone

Just created my account yesterday. Account is verified. My husband sent me $100. But I can't send it back or send it anyone (friends). Called customer service and they can't figure out why either. Anyone have any ideas why I can't send money to a person?

It began so also in my account, I´ve asked the support why I can´t send money, I got no answer which helped me,. Now my account is limited. Paypal first wants a Photo-ID. I added it, paypal accepted it, paypal removed the limitation. 2 Days after this paypal has limited my account again.

I´m sure that you´r account will also be limited in the next days.
