Can't send a payment to my friend!!!

I've been trying to send money to a friend from Brazil and give them money still in USD. But when I click continue, this happened:

"Sorry, this recipient can’t accept personal payments."

I'm not sure what happend. Can anyone please help!!!???

I just did that and it worked. And he didn't mind about paying the fee at all. Thank you SO MUCH for this. It really helped me.
