Having the same problem now too. This has never happened to me before, and it seems that even a relative's Paypal account doesn't work when trying to pay. What gives? I just want to pay the seller before I get into trouble over it.

I too am having this same issue - 3 days now.  Have called both PayPal and eBay - they just walk you through the same "submit" payment routine that I've done about 100 times.  How hard can it be to have these 2 places talk to each other since they've been doing it for years.  All the messages to both places have gone un-answered.  THIS IS A BUNCH of BULL****

same problem here. We typically do 50 ebay/paypal transactions a day. Now seeing 50 percent of all transactions being stopped with security verification issue. This started On April 1 and we have spent over 20 hours on the phone with paypal. They are unable and or unwilling to address this problem. Last person I spoke in Account Limitations told me tough luck and that Paypals software is now what it is

Could you please share how did you resolve the problem? I have contacted PayPal, but still no answer from them...maybe you have some advice what to do?

Here's what I did - 3 times calling (no effect) and also sent 3 emails via the PayPal message system - the last one had the error codes along with the paypal community site message link (copy and paste it) -- the one you posted your post on.  The right person got it since it had the weblink on it.  They told me (via email on paypal site) that it was a security measure to confirm that I was who I said I was and that my account was valid.  Their first 2 email replies just told me to "send a payment" but not so nicely I explained that eBay doesn't allow buyer and seller to have each others email address so you can't type in their address.  If you go onto the eBay personal account settings - there is one section where you can add a "signature" to your messages that you send via eBay - I added my full name, address and home phone number - they just won't allow you to enter an email.  The seller never did call me but after the 3rd attempt I was able to pay for my purchase.  She contacted me yesterday - hadn't received payment so I gave her the confirmation number so she can request payment.  Not sure what is going on with PayPal but it is definitely their website security that is causing it all.  Good luck.

I, as everyone else, am having the same issue. I called PayPal CS and they were of little help. John from PayPal, stated that the Governement was looking into the transaction and could not give any more information, because he had no more information about it. Ebay error is 70266 13122

I tried different ways of paying for the item, but no matter how I tried, it still did not work

Just figures, get the Government involved and it makes everything worse.
