Can't link bank account with PayPal

Hi, I just opened a bank account yesterday with Chase just for the sole purpose of pulling money out of my Paypal account. When I try to link my bank to my Paypal it gives me this error, "Please try again. Be sure to use your bank log-in information." Why can't I link my account?

is your Paypal account registered in USA?

Check routing and account number,name on both accounts have to be exactly the same.like john Doe vs J Doe would not fly.
