CANT SEND MONEY TO FRIEND

Trying to send 28.00 to my friend and it keeps popping up a page we cant send this right now, if it keeps happening contact paypal. error.PNG

I'm seeing a lot of this lately, unfortunately. Seems like PayPal's system must be having some hiccups. Try clearing your browser cache / cookies as that can sometimes help. Also, is your account fully verified/confirmed with bank account and credit/debit card on file?
