4.4% + 0.3 instead of 2.9% + 0.3 PayPal Fee

Greetings,

 

I sold an item on eBay for 120 USD, but Paypal charged a fee of 5.58 USD. The buyer has an US address in Florida, but how come I am being charged a international rate of 4.4%?
