$1.00 charge for updating an expired credit card

I would like to know why I was charged $1.00 for updating the information on an expired credit card that I linked to my pay pal account.

That would be great if customer support ever answered the phone. I gave up after 35 minutes on hold. Isn't there an email address people can use to contact them? I can't seem to find one.
