sending money from paypal via family and friends to another paypal email address

Im trying to send money via my paypal accoun to another paypal accountvia email...ive done it 100 times but now it will only send money fro my wachovia bank account and not from my account balance,...there is no option to switch it to use my paypalbalance... HELP

Do you use pay after delivery or i believe its called in your country bill me later??

Are the funds in your paypal account balance in the same currency as the person you are sending the funds to can accept in their paypal account?
