paypal refusing to help

I paid money to a paypal user through 'send money to family and friends'. This person was supposed to work on my roof and this money was for materials.

The person never turned up and i had to fire him, but he hasn't returned the money yet even though he says he will.

Paypal are refusing to do anything about it because i paid it through the family and friends section.

is there anything i can do??

Why would you expect PayPal to help?

You sent money as family/friends; that's sending money with NO EXPECTATION OF GOODS OR SERVICES IN RETURN.

For local services it is essential to have a written contract for the services.  If services aren't provided, you then have legal options to pursue.

With PayPal family/friends/gifts there is NO recourse for recovery.

if you use your credit card,you can file chargeback.

or you can take him to small claims court
