So I bought a 25$ target prepaid visa card and I spent 5$ on it with paypal to company " x " and 11.65$ to it again, but I refunded that 11.65$, not knowing it would take a couple days for that money to get back to my card, I tried to buy more things from the website, and it didn't have enough funds.
I did it enough times that I got this message:
This card has been disabled for entry into the PayPal system.
Now the funds have been added to my account, so I told PayPal to re-enable my credit card and they said call your credit card issuer, I did, and they said it's not on their end. ( Target )
What do I do?

Sorry to hear that there were some issues with making a few payments. 😞
It's likely that your card may have been disabled as a security precaution due to too many declines from your card issuer. When your card is disabled, we may ask you to reach out to your card issuer to ensure that everything is okay from their side, but PayPal would need to re-enable the card for use within the PayPal system.
