So I bought a 25$ target prepaid visa card and I spent 5$ on it with paypal to company " x " and 11.65$ to it again, but I refunded that 11.65$, not knowing it would take a couple days for that money to get back to my card, I tried to buy more things from the website, and it didn't have enough funds. I did it enough times that I got this message: This card has been disabled for entry into the PayPal system. Now the funds have been added to my account, so I told PayPal to re-enable my credit card and they said call your credit card issuer, I did, and they said it's not on their end.
