Since this is a Nigerian card are the funds on the card USD or N dollars? If they are USD and you are getting this message it is because your card has not been approved for international transactions yet, a call to the cards service center can do that for you. This is mainly common with prepaid cards, I am assuming that is what this is?
If the currency you have is in N dollars you may have an issue using it as I don't know how PP and Naira would work out who paid for the conversion fee on each transaction.
