cannot Purchase using PayPal?

i have the funds in my Paypal account, but no bank account linked nor debit or credit card linked. but why wont it use the funds i already have? i tried everywhere that uses Paypal like Newegg and Ebay. any help to this issue would be much appreciated.

Normally you need a back up card linked to your paypal account before you can use funds in your balance.
