I don't have any card, just my checking account, can I add my sister's credit card to my account

cards and bank accounts have to be in your own name.

I haven't been able to add a new card to replace the expired one, nor add another one, and more important give you my new address in Denver! Please help me! Also, I've made arrangements to pay the balance on my account.
