Greetings,
I have problem with withdraw money.
1. I first try to withdraw money, and show me this error.
2. After that i link and confirm my credit card and that be OK.
3. Now is my credit card confirm i try again to withdraw money, but same error.
I already withdraw money with paypal with other Visa card, but i change for new with NFC payment and get my other card for paypal. With this card i already make payments but i can't withdraw my money.

I have the same exact problem. Never happened to me before. I receive standard payments on Paypal and one month has passed and my money is not in my available balance. And when I try to withdraw I got that "You cannot complete this transaction at this time". I sent mssg to customer support and they told me to clean my cache and browser but even after that I still have the same problem. Im waiting more than 6 days to resolve this -.-
Btw. Im from Bosnia as well..

We are having the exact same problem since about 7 days ago, We live in Bali Indonesia, we use a full platinum Visa card and have never had problems before. I have sent 3 emails to paypal and until now none of them have been answered. It would be nice of Paypal to at least acknowlegde our email and let us know what they are doing to solve this problem (A BIG PROBLEM IT IS)

I have the same problem.
Customer Support Message Center, says:
Clear cache and cookies in your browser and retry to withdraw funds to your card again (after 24 hours from clearing cache & cookies).
I cleared cache & cookies in 2 different browsers, retried to withdraw funds to my Visa Card, same error: "You cannot complete this transaction at this time".
Reading the posts in the forum having the same issue,
I did not find 1 person that by clearing cache & cookies in their browser solved the problem.
Some persons Solved this problem by calling directly support by phone, or by email, or by message center, although these persons said that some Updates to Their Paypal Accounts were made by the support staff (what kind of updates were made they do not know).
No Solution or Explanation Yet.

SOLVED!
On Day 5, today, i Received a call from PayPal Support. Through phonecall, i Passed the identification process saying my email & Card number.
Went to PayPal.com > Withdraw > Withdraw funds to your card. Indicated the card-number and amount to withdraw > pressed continue.
DONE - the withdrawal process completed successfully (went smoothly as it should always go).
The Support staff said that even if the shown error is the same "You cannot complete this transaction at this time" - the causes are different. Errors arise because of the technical updates to the PayPal system. The problem is solved on per-user bases - one user at a time. They also said that the best way is to Call them.
Hope this info helps someone in here.
