Why my account May Only Be Used to Send Money

I am from Azerbaijan and i have created paypal accound added my credit card,verified everything and now i am trying to add donate button to my website.But in tools there is no "PayPal buttons",so after doing some research i found out that my account 

May Only Be Used to Send Money.Why is that?

Because that is the only service PayPal is offering to your country right now. Probably due to banking laws and regulation.

Is there anyway i can recieve money?

Not through PayPal, sorry.  Maybe use another payment processor.  Google your country and payment processors.
