What is buyer protection when sending money to unverified account?

Per the user agreement, you are protected from items that are Significantly Not as Described (i.e. they were picture perfect or described as good as new and came filled with holes) or for non-receipt (they never made it to you).
Since you're buying a pair of jeans, generally they are covered with buyer protection regardless of the seller's Verified status, provided you aren't meeting this person in person to pick up the item and you use your PayPal account to pay for the goods in one single payment (rather than, say, a deposit for them upfront and then another payment later). Also of note, if the pants are custom made, they also lose buyer protection
There's a bit more to it in section 13 of the user agreement, but most of it that is pertinent to you is related to sections 13.2 and 13.3.
