Unnecessary fees

I keep getting charged feeds by paypel if I send money to ANYONE. I have deleted and re-added my card/bank acount and I still keep getting charged. I used to never be charged for sending my roomate rent, now for the last few months I have. 

I refuse to make people wait by sending them an echeck. I want a refund or a pretty good explaination as to why this is happening.

Are you using a credit card for the funding source?

I am using my debit card which is hooked up to my bank account. The same bank account that allows me to send E-Checks.
