I received an email from PayPal notifying me that a payment has been requested and is being transfer from my checking account. Along with the email was an invitation to add securtity protection to my account. I contacted PayPal buy email, phone and was advised that this large amount was not authorized. I had a transaction number and they said they could not do anything. I called my bank and they wanted a thirty dollar stop payment fee or I could let it go through and fill out paper work to get money returned. PayPal let the payment go through yesterday and I am upset with them and feel that they let my account get hacked.

No one let your account get hacked, you need to change your password to a strong one and also run a virus check on your puter.
As far as unauthorised transactions are concerned paypal can't do anything about them until they show up on their site, until then there is no payment for them to do anything with.
Now presumably it has been cleared through to paypal you can file an unauthorised payment dispute.
Advice is voluntary.
