Thinking of using Bill Me Later?

Hello,
I have never used Bill Me Later, but I am curious to how it works. I have made several purchases with PayPal on eBay. I am planning on making a purchase of $1,500. I already have $1,000 set aside, but I would like to pay it monthly. Also, I do not have a credit card because I prefer to have cash or kept in my checking account. My questions are, is there a starting limit of how much I can spend? Are there different plans? Do I need a credit card? Is this a type of "loan"? Will the person receiving the money receive it in full, or along as I pay monthly?
