Sending funds from a preloaded US$ card, but my account is in France? Can i open a US account?

I want to send US$ to a friend in te USA. I have a preloaded US$ mastercard, but my account with Paypal is in France, where I live. I don't seen why I should pay currency conversion costs, when the card is in $. Any way round it?
