Seller not replying regarding shipping details

Hi, I contacted a seller through Kijiji.ca. I was buying a phone. Since he lives far from my residence, he insisted on me using PayPal. I agreed since there are certain checks and balances using PayPal as well he seemed trustworthy. He sent me an invoice on 29th December, I paid through the invoice. After paying the invoice, i have emailed him couple of times regarding the tracking number and shipping details. But the seller hasnt replied back. He is not responding. Now, its 31st December and after 3 days of me contacting him, he still hasn't responded back ? Should I file a dispute ? In the invoice, it says I may be elgible for Buyer's Protection till June 2016. Any help/advice would be greatly appreciated. Happy New Year and Thank you

You should have buyer protection for non receipt of item or item received but not as described.

 

Go file a dispute via "resolve a problem in the resolution centre" lower left of your paypal summary page.

Thank you, but i wanted to ask, I read that the seller does not receive the money 21days after the paymeny is made. I don't see the money being credited from my credit card too.

Once you have escalated you can't add anymore information, so make sure you add everything you need to add and then you have up to 20 days to escalate to a claim for paypal to look at.

Ok, since I filed dispute now, I think i will wait 3-4days to see if the seller replies back or shows some action. In the meantime, would it be advisable if i call up my bank and put a hold or unauthorize the transaction of payment for my product
