I was told on a forum where my transaction took place that the seller doesn't refund disputes. They also suspended my account.
Here is a quick run down: I bought a virtual item on a forum that seemed promising and trustworthy. Item ended up not coming. Seller promised to refund me well over a month ago (about 10 weeks ago). In between 10 weeks they would tell me my refund was "in queue" and hoped to get my refund to me soon. Weeks keep passing, seller is still giving excuses. I got worried so I opened a dispute. I waited for one whole week without a reply from the seller. I escalated the dispute to a claim.
Last night I had had enough after another bs excuses. I told them that all they had to do was refund me via paypal. For some reason this made them want to try and refund me right then. They messaged me today saying that they had just tried to issue the refund, but saw that it was disputed and told me they do not refund disputed cases...
So, is it possible for a seller to refund a claim? Does paypal keep this from happening for some reason or does the payment not count as an update to the claim? Would the claim be automatically closed?
Note: They also suspended my account on the forum for opening a dispute. I had opened the dispute a week ago. Funny that they suddenly realized it was being disputed when they "tried to refund" me last night.
Pretty sure I got scammed. Which is my own fault, I am well aware of that. No need to tell me how stupid I am or anything please.

DO NOT CLOSE THE CLAIM.
Paypal normally gives the seller 10 days to prove delivery of item before you get a refund BUT that is not guaranteed in a virtual transaction.
But keep it open and if paypal find in your favour and the seller does not refund then paypal will do so under buyer protection and then go after the seller to get their money back.
He is perfectly able to refund you whilst the claim is ongoing and when he does the claim would then close.
So leave it open for paypal to review.
Advice is voluntary.

I should have included that the seller responded to the claim I think the day before yesterday?
"Status
The seller has responded to our request for tracking information. We haven’t confirmed the tracking information yet but wanted to share it with you.
- Virtual/Intangible item tracking # Virtual/Intangible item"
The dispute says it is requiring my action, but I only have two options:
Cancel Dispute (DO NOT WANT TO DO, I know this seller is trying to scare me out of the claim).
Change Reason For Claim. I clicked this and the only option was to say I received the item and it was different than expected, which isn't really the case here.
Should I just not ... do anything?

That is a standard message that you get when a seller supplies a tracking number.
They are allowing you to close the dispute if you are happy with the tracking number OR allowing you to change it if you have received the item and it is not as described.
If NEITHER of those options apply then you need do nothing and the claim continues.
However as its a virtual transaction a refund is not guaranteed BUT wait for paypal to decide.

LOL "Virtual/Intangible item tracking # Virtual/Intangible item" that is a tracking number? You'll get your money back. You're sittin' pretty at this point.
