Scammed need help

Okay guys so I have been using this site called elitepvpers. Ive paid this person 16$ for a key for Overwatch and I never got it. The person isnt responding at all. He claimed that he never got the money but from my email and paypal activity says that he acpeted the payment and it is complete. I cnat open a dispute because i paid with family and friends. Is there any way I could get a refund?

No.

Buying "keys" is very high risk and requires extreme caution and knowledge of the  site practicies.

Using friends/family for a purcase is against PayPal policies and has risks of limiting your accoount.  PayPal makes it very clear that such transfers are not for purchases.

So, no recourse to recover from PayPal.

Next time just use better judgement about what your buy and how how pay.
