Refund to Visa Debit Card Smaller than Original price?

Hi,

I have recently issued a refund request against a seller that did not send out my items for 2 months.

Apperently I won it after I took it up with Ebay but on the email I got it says

Subtotal: $33

Total:$33

Refund to visa debit card:  $4

From amount 59,65 BGN ( as I payed in Bulgarian Lev)

To amount 33$

Exchange rate 1BGN = 0,545096 U.S Dollars.

My question is, why is my "Refund to Visa Debit Card" lower than my original price Ive payed and is this supposed to concern me? When I click the case details it says both items (from the same seller) were refunded but yet it shows me only a 4$ refund?

Can someone please explain this to me, am I wrong, is it supposed to be like this and what should I do?

possible reason is some of the amount was deducted using your paypal balance and the rest was with your card. so money used by paypal balance will go back to your balance and rest will go card. check your paypal balance.
