Pre order a pair of jordans

I have a problem I pre order a pair of jordans on october 19th 2014 the seller told me that i would recieve the shoes by the first of november which i never did he keep telling me that his shipment havent come in yet it should be any day. for 2 months i texted him back and forth and he has told me the same thing now today the shoes are out and for the last past 3 days he wont answer his phone I paid him 208 bucks for the shoes i wanted to know what do i need to do to recover my money from this guy thanks for your help

You had UP TO 45 days to file a dispute for non receipt of item.

You should never let it go passed that date. Even once you have filed you don't have to escalate for up to 20 days and the the seller has another 10 days.

Even if you receive the item after you have been refunded you can always re-pay the seller but you should NEVER not file a dispute in time.

As its too late now your only hope is that if you funded your paypal payment with a credit card then contact your card issuer and see if they will chargeback for you.
