Payment Not Received

I didnt recieve my customer's payment but in my mail here is what I've received..

so what I did is I link my credit card and still no payment received..

Since I joined about 5 years ago PayPal and its  customer service and website have gone waaay downhill.  They only care about the money they steal from innocent people and lie directly to them over the phone 10 times and they get their transfer fees.  That is all they care about.  I would try calling because their website is so glitchy you can't do anything without something messing up

Yes, their international number is1_402-935-2050 I believe but trust me.  They have locked accounts and then locked their money and eventually their policy allows them to have control over it.  They do this because they have no clue who is useing their website the right way or the wrong way so I would say 25% of innocent people get defrauded by PayPal

Are you sure?
Also, I have problems verifying my Credit card which is a American Express.

Im recieving insufficient balance even though I have 90 in my balance which is almost 2$
