PayPal Removed Bank Account, Won't Allow It To Be Added Back

A few days ago, I recieved an email from PayPal stating that my bank denied access to funds, and that this "inactive account" had been removed from PayPal.

 

Not only is the account active and funded, the "unsuccessful" attempt at transferring money worked quite well; PayPal removed $15 from my bank account despite claiming to be unable to. I've tried to link my bank account back to PayPal, but it says "The account you entered would need additional review. Please link a different bank account."

 

They want me to send them a fax with a copy of my ID to get this resolved... but what problem is there to resolve? I've looked this up, and seen quite a few people with the exact same issue, but have yet to see someone who managed to get it resolved.
