Pay After Delivery

My mind is boggled, I did the pay after delivery on one PS2 Wireless controller then on another one, then I went to purchase the SAME item, same brand and everything days later and it wouldn't let me do the pay after delivery. So I am extremely confused about this whole situation.

Can I get a print out of the guidelines so I can know before I make the commitment to an item, ( I have the needed money in my account, its just sometimes I want to have the option of paying later).

What's this "sole discretion?" That's so vague. I have a linked bank account and have PAD set as my preferred method of payment but rarely can I use it. And if you ever call to inquire about it, you get the same scripted answers. There is clearly tight internal policy about what PayPal employees can say about PAD. Why the smokescreens PayPal? Why can't you be honest with your customers?

I recently used Pay After Delivery on an item that I don't think this newbie seller will ever ship.  I have tried repeatedly to contact them and no response.  No tracking, nothing.  As of Friday the 17th, I'm supposed to "expect my item" according to Ebay.  But what if I don't get any tracking information?  Can I cancel the payment before it's supposed to pay out on the 22nd?  How can this PAD system work if it's proven not to be delivered?
