Not recieved 20% discount ebay

I bought a bed frame and mattress from e bay, and entered the code CUK20 (dicount 4pm-10pm today), and this reduced the price by 20% of the total price.

Confirmation came through for the Mattress from both e bay and paypal and was discounted, but the frame payment was "pending".

I had to re order the frame (21.00 tonight) but it would not accept the 20% off code CUK20, so I am now £18 out of pocket.

Why was only part of my order ollowed the 20% discount?, any ideas?

Who sponsored the discount, buyer, eBay, or PayPal?  Who sponsosred the discount promotion?  Since it wasn't specified in the OP, I assume the promotion was by the seller/merchant.  If not, please clarify.
