Made payment within USA and after 24 hours it's still under review, should I be worried?

Hi, I made a payment yesterday to buy digital goods from someone within USA.

 

The seller told me that transaction status shows as "under review" and because of that he can't ship me yet.

I agreed to wait 12-24 hours as I was in this situation before when receiving funds myself and transaction was cleared overnight.

Today I asked him again if status changed and he said NO. Then I suggested that he call Paypal and ask for manual veryfication of transaction. He wrote me that he did and was told that "they said its policy". Now it's more than 24 hours since I made payment.

I understand it's weekend and everything, but should I be worried about my transaction, since thats the first time I'm buying from this person.

 

Any advice from people who were in this situation appreciated.

What does the transaction show for your PayPal account?  I suspect it shows as completed.

 

If so, then just put it alll to rest.  There is no PayPal protection for digital items.  You are not likely to get your money back, nor your item.

 

If your PayPal transaction shows as failed or not completed, hope it s never completes and the money is returned.

I think it's incorrect. Paypal changed it's policy from July 1st, 2015 and now cover digital goods.

Beginning with transactions that take place on July 1, 2015 and after, we’ll review buyer disputes regarding intangible items where the customer claims they have not received the item or service

 

So I'm covered.

Also I have emails to prove our agreement with the seller.
