Issue regarding pending funds and refund

Hello,
I recently sold an item worth over 200 dollars and PayPal had the funds being pending for 21 days or sooner if my item shipped quickly. This caused a delay in me shipping it due to not having access to these funds so I had to get funds from elsewhere to pay for the shipping label and the materials to ship it for it's a computer component.
Long story short - buyer wanted a refund due to that I couldn't ship it fast enough. I easily agreed and called PayPal and the lady whom I spoke to said that it would just come off of my 'pending funds' which is what the item is fully worth.
Yet the issue is, I still see the pending balance. Is that normal or is there something wrong with the information she gave me over the phone? The other issue is I just don't have the money in my bank account to cover the refund due to the fact that it's still in 'pending status'. It has been a few hours since I 'refunded' the buyer.
Any help would be appreciated!

Your entire process wasn't normal as you didn't have shipping funds, causing a delay in shipping and then a refund. Normally, a seller ships immediately as the seller has funds for shipping.
What does the transaction detail show? What does the refund detail show? What does your PayPal balance show?
