Instant Transfer Option for Payments?

I am having an Issue using the Instant Transfer option when I am buying things using PayPal... I have two Bank Accounts linked and a credit card on my account as well (So I have a seperate funding source to enable Instant Transfer), however when I am at the checkout I am only able to use my Credit Card for purchases.... When I try to change the payment option it only allows me to add another Credit Card to use - no option to Pay with my bank account....

My account is 3 years old and I have never had this option...

I spoke with two representatives - neither of which could give me any answer as to why it isn't working for me...
