I never received my card reader

I've applied for the card reader at least three times, and it never shows up. What gives?

Here's another option as we can't speculate as to what has happened:

Then Paypal should stop continually offering me the card reader at login. It's an annoying, unnecessary pop-up that wastes my time and leads nowhere.
