Paypal only holds funds of new "sellers".so if you receive a payment for family / friends then it should not be held in pending under the new seller hold.
How much you can receive depends on if you have lifted your limits etc.
Gift payments are normally instant but can go up to a few hours.
But if a seller is accepting gift payments for sales, (which you are not allowed to do as it negates buyer protection and evades paying seller fees) then you risk account limitation.
