How do I cancel a pending payment with PayPal?

The instructions to cancel a pending PayPay payment is: (1) go to Activity, (2) Find the payment and click "Cancel" under order/status Actions.  I tried to do that but there are no options under the "Order/Status" column.  Am I missing something?
