How Does An claim against a scam?

I believe that a sale could be a scam.
Buying "pay after delivery" is not available.
If I pay and I get an empty box or a fake item, I open a Problem and convert the dispute to a claim.
But if the seller says that the item has been shipped and it was true, how does Paypal to decide who is right and lock my payment and refund me?

You need to read up on buyer protection and risk assess your own transactions.
Paypal protection can never be a 100% coverall.
Advice is voluntary.

I read this but it is not clear
The seller sent me a bill.
I can pay by credit card.
If the seller send me an empty box as I can prove it to get a refund from paypal?
