I believe that a sale could be a scam. Buying "pay after delivery" is not available. If I pay and I get an empty box or a fake item, I open a Problem and convert the dispute to a claim. But if the seller says that the item has been shipped and it was true, how does Paypal to decide who is right and lock my payment and refund me?
