Help with Re-bill and Old Closed Account

I recently closed an old PayPal account that I hadn't used in about a year and a half (and had only been used twice) because the old email address had been compromised. I opened a new account with a new e-mail address because I need to let half.com deposit money in my account for resold textbooks.

Anyways, a vendor I did about $200 worth of business with around December 2010 just rebilled me and said that the payment never went through. I really wasn't trying to dodge out on payment, I could have swore it went through within four or so months of the transaction. I tried logging back into the old account to see if I could find out any old information with no luck -- it had apparently already been deleted. I'm in the process of a bank statement reprint (I can't search electronically since it was from so long ago) to see if it was charged, but can anyone provide any insight as to what to do? Should I call through my new account to talk about the old account? Would Paypal let me close the account if I had outstanding invoices? If it actually didn't go through I'll pay as quickly as possible, but I'm not just going to throw that sum of money at someone if I already paid it.
