Ok so here's the LONG EXPLANATION of this super tedious situation i've mistakingly put myself in.
I'm an aspiring musician. I came across a producer online who I wanted to work with. the agreement was, i'd pay $300 to purchase rights to an instrumental track. so, here were the terms, i pay the $300, he emails a few snippets, after i choose what i like, he sends the full track. & in the event that i didn't like any of the tracks, the money would be sent right back to me.
here's where things get sort of tricky.
BREAKDOWN OF MY WELLS FARGO STATEMENT
for the 25th of feb, the $300 shows in the "withdraws/debits" section of my WF statement which i'm assuming means this is where paypal took out the initial $300. ok cool. then on the 26th of feb, the $300 shows in the "deposits/credits" section which i'm assuming means it was deposited back as the producer promised the money wouldn't be touched until i chose a track and the transaction was finalized. and lastly, i'm showing for march 3rd, where paypal tried to take the money out again because the $300 is now showing in the "withdrawls//debits" section. now at this point, i don't have an entire $300 in my account for paypal to even take out. and boom!! literally the next day, the $300 shows up again in the "deposits/credits" section but even though it showed up as $300 deposited into my account, it didn't show that i had $300 available to spend.
i called paypal today and was told that they covered my purchase meaning that even though i didn't use any of his music, the producer still received $300. i'm assuming this is why paypal retried to take the money from my account, cause they covered the purchase. the agent even verified over the phone that being that my account is negative means that he was still paid even though i didn't use any of his music. my WF wasn't bothered by this in any way, my WF account is completely accurate as of right now. the only thing that bothers me is that i can't unlink my WF card from my paypal account. thus also meaning unless i cancel my debit card or close my account, paypal can keep retrying to take the $300 from me, over and over and over again!
i'm not blaming this on the producer by any means cause i don't think it's him who's trying to retry the payment over and over but the paypal system. i can't be too positive but that's what i think. i remember the agent saying something about that's how the sytem was set up, to keep retrying to withdraw the $300 since they covered the purchase of the music i never used.
i understand sometimes life isn't fair but i don't think i should have to pay them because they covered a purchase that i cancelled in the first place. i don't have $300 to pay them. any advice on how i should proceed from here??? thanks for reading my long heap of crap for those of you that did.

PayPal covered your purchase by giving the money to the seller, but that was just temporary until PayhPal can recover the funds from you, the buyer. PayPal will use any an all available legal means to collect that money.
I can't figure out the chonology of what happened as it is way to wordy, but you need to review PayPal policies on this type of sale to find out how you lacked buyer protection.
