Friends and Family - Improper Use?

I have noticed a trend on Facebook with various individuals and charities (that are not necessarily a registered charity with the IRS) requesting payment using F&F. This is typically for goods from the sale of items sold in a FB group either Buy It Now or Auction format. It is clear the intent is to avoid PP fees. Several of these groups have indicated this specifically in thier group policies on how to make payments. Many of the people know each other from the group community so I don't think there is any concern about protection, I think it is clearly to avoid the fees. Does this type of payment for goods violate the PP policy? What are the repercussions if any from PP?

Yes, it's in violation of TOS and is fee avoidance.  They can potentially have their accounts closed and banned from using PayPal forever and they mean FOREVER.
