I need to pay someone cash in dollars. I see that I can pay them as a friend using my linked bank account. This does not appear to invoke any Paypal fees to me, just my normal bank charges for conversion to dollars. The recipient has, however, raised a paypal invoive. If I click on the paypal link on the invoice will I be charged paypal fees instead of my bank charges?

If your friend has sent you an invoice, regardless of the funding source you use to pay the invoice, you won't pay any fees.
