Dispute closed by another person

Hello,

I will keep it short. I've been scammed for $20 so I filed a chargeback. The person I filed it against later got into my email and canceled his own dispute + another one that was going on not including him. Now I'm here, 2 disputes (item not received) are closed and I can't reopen them (only option is unauthorized transaction), emailed paypal days ago but no answer yet. I'm trying to avoid calling them for now since it seems to be really expensive from my country and I might just call through all money I'm trying to chargeback. I'm also pretty sure there will be different IP address logged in when the disputes got closed.

 

Any ideas what to do?
