My credit card and billing address are Canadian. Can I link this credit card to my PayPal account and use my U.S. address for shipping purchased items? Thanks for your help.

Welcome to the Community!
Generally, the answer for this would be no - cards, banks, and shipping/billing addresses must all be within the same country as your PayPal account. The one exception to this is adding a bank account located in the US to a non-US account, which can be done in Canada.
Thanks!
Adrian
