I am trying to purchase an IPad the person I am buying it through is out of town and suggested Paypal. He said he would overnight it to me. Will I have buyers protection?

This type of purchase sounds like it should be covered under our Purchase Protection program. Make sure you send it as a purchase payment with a shipping address and mark it as goods (other). Save the URL for the add just in case you do have to file a claim (and if you do need to file a claim, make sure it's filed within 45 days of the date of the payment).
