Confirm I am happy with purchase?

I am new to PayPal and am using it to send money to my family. How do I go about confirming I am happy with the purchase so they can use the money right away? Any help is appreciated! Thanks!

If you are sending money to family then you are not buying anything so why would you need to confirm purchase?
