Cannot Send Money to Friends/Family in Russian

I tried sending money to a Russian Paypal account from USA account and PayPal wouldn't allow. When I called in to C/S to ask why, I was informed that Russian regulations does not allow such transfers and this is why it will not work. Any ideas why this would be an issue to Russian government regulators?

Not sure what they meant by that as Russia can accept payments as per link below.
